Civil Services Preparation must start when you are in graduation or even in the senior secondary. You have thought of it at the right time. Regarding PCS as well the same preparation is beneficial.
1. Excellent General Awareness
2. Composition / Writing Skills
3. Vocabulary English and Reading
4. See the Syllabus and Chose your Possible Electives and Subjects. Start talking guidance from. Those who have been into preparation sincerely or talk to some newly selected UPSC or PCS person.

If you have recently started doing Diploma, then you can opt for doing graduation through distance mode along with Diploma. You will complete both at around same time. Choose a less demanding course like BA to lower your burden.

You should undoubtedly go for the government job.
To elaborate my view, let's have a detailed analysis of private and government jobs-
1. Firsly, Government jobs are more secure as compared to private jobs. Since, when appointed by government you retire at an age of 58-65 depending upon the nature of work. Whereas, in case of private job, there is no job security. The ones hiring you are great in business. They will only pay you as long as you prove to be of some benefit to them.
