BS is a four years' course if I am not wrong. For GATE, you need Twelve + Four years course. So, you are eligible for it.

GATE is a centralized entrance examination for admission in Postgraduate degrees in engineering by IITs. Its score is accepted by a majority of engineering colleges for admission in M.Tech. A lot of PSUs uses it's score for entry level engineers jobs also.

Dear,
As per the guidelines mentioned on the GATE website, there is no percentage restriction. They require a Bachelors degree in technology. Even those students who are in their 7th or 8th semester, they can apply for GATE exam.

No, you can write GATE examination either in your final year or once you've completed your graduation degree. It is usually held in the month of February once in year. So, you can give GATE exam in February 2018 or later. Not in 2017. For cutoffs and colleges, look up in counselling and MBA heading of https://shiksha.com.
