The admission process varies from colleges to colleges. Some colleges like UPES School of Planning and Architecture base their admission on the screening of applications and interview.
Other colleges like School of Planning and Architecture conduct admission on basis of an entrance exam and interview.
Some colleges like the Central University of Rajasthan base their admissions on a Centralised Counselling for M.Tech and M.Plan. To be eligible for this counselling, however, a candidate needs to have a valid GATE scorecard.

Remember that "Failure is never final". Just forget this and start fresh to prepare for GATE. I am sure, with dedicated studies, you will clear GATE next year.
