4-5 hours a day, starting from the 5th sem is sufficiently good amount of time and should enable you to crack get with an excellent score (provided that you continue your preparations with dedication and interest). A good strategical starting point would be to make the best use of this vacation period (May-July). This is not to mean that you need to cancel all your family trips and other fun plans, rather you just need to slowly start getting into the rhythm of the preparation phase during this vacation.

For PSUs you must have at least 60 marks. Then there could be a chance of PSUs or M.Tech from IITs.

If you choose Civil, Mechanical, Electrical, then it is better, because subject which has been taught in these branch are available as a main subject for IAS main exam.

Yes, it is good for the civil department. It provides a great exposure as NIT Patna has tie-ups with some private contractors who are making the flyovers and bridges in Patna. So some of the students frequently visit the sites for exposure.

No, you cannot get admission here without GATE scores. For getting admission here, you have to qualify GATE with good marks.
