You can start the coaching from the fourth semester since you can get the basic knowledge about courses in GATE from these four semesters. It will be a good time to prepare as well.

The counselling procedure of TS PGECET 2018 involves following steps:
Step 1 Payment of processing fee: To be able to participate in the TS PGECET 2018 counselling, candidates will have to first register for it and pay the processing fee of Rs 1000 (Rs 500 for SC/ST candidates).

GATE is an entrance exam for admission for MTech or ME courses in many institutions in India. But, it's not for MSc.
