Yes, you can appear in GATE but you will have to complete your graduation first.

You need to score more marks in order to get admission in DTU, like around 60 marks. Hope it helps.

Generally the cutoff didn't fluctuate and from 3-4 years it wasn't changing .
But no one can say about the gate cutoff for 2018. It will be same or will differ with 1-2 marks.
Most probably it will stay as same .
For choosing any course from particular IIT please ensure that IIT offers the course or not.

If you have a valid GATE scorecard, you are directly eligible for admission in participating institutes of Gujarat PGCET. If you are not having valid GATE scorecard than check the below eligibility for writing PGCET entrance exam-Candidates must have passed the 10+2 qualifying exam or any other equivalent in the relevant discipline with minimum 50% marks.

Of course, you can pursue M.Tech twice, but both M.Tech have at different duration of time i.e after completion of first, you can do 2nd. Or, you have do 1st as distance learning mode and at the same time you could take admission in 2nd M.Tech degree with your valid GATE score card. Hope, I have given complete details regarding your doubt.

Yes, you may get. You have a fair chances of getting a seat in IIT just wait for counseling procedure that is CCMT but I have doubt that whether this IIT offer this course in which you want to take the admission since many other IIT too offered this course but this IIT does't because last year also this IIT did not release the cutoff for power electronic. So I suggest you take just verify whether the course is available in the IIT or not. Also check other IIT like Delhi, Bombay this might offer seat in power electronic.
