No, you cannot. The eligibility to appear for GATE for a B.Sc student is to have an M.Sc degree.
Only BE/B.Tech and B.Arch students are directly eligible without post graduate degree.

The GATE exam is for admission into post graduate engineering programs. So you need to have Bachelor's degree in an engineering branch to appear for the exam.
1) You can appear for the exam during your final year of BE/B.Tech that is during your last semester examination.
2) If you belong to arts stream such as B.Sc you need to complete M.Sc degree to appear for GATE.

GATE exam is only for admission into post graduate programs in the top Institutes like IIsc, IITs, etc.
To get government jobs you need to appear for the respective exams satisfying the eligibility requirements.
