To be eligible for GATE (graduate aptitude test in engineering), you need to M.Sc after B.Sc. Only BE / B.Techand B. Arch graduates are directly eligible for GATE.

Yes, you can apply for GATE 2018. As per GATE 2018 eligibility criteria, a candidate who is currently in the final year or already completed is eligible for GATE exam. So if you clear your 4-year engineering degree within 4 years i.e., in 2018. You are eligible for GATE 2018 exam. There would be no effect of backlog(s) at any stage of your GATE exam.
The eligibility criteria for CAT 2017 are mentioned below:

Follow these steps:
Study Subjects deeply during your semester exams as later you wont need to work hard.
Clear your basics.
Start your preparation with DMS as it is very very important subject.
Study simultaneously two subjects else you will get bored.(Depends on you)
Every day 23 hours regular study is enough for GATE preparation.
As soon as you complete the topic, solve the Previous year GATE question papers or exercise problems given at end of chapter in book.
Repeat the procedure same for all subjects.
Revision is very important,
Follow cycle Learn- Test- Analyze- improve- Learn- Test- Analyze- Improve
Solve 1 Aptitude problems daily.
