You should apply in Jamia Millia Islamia University New Delhi for M.Tech. They conduct their own entrance to get admission in many branches of M.Tech.

it depends upon the branch but I think any general category rank under 3000 has a fair chance to get admission in M.Tech. However you can search last year cutoff of IIIT Bangalore to get more idea.

after HS?
In first year you should cover the engineering mathetics in your course work according GATE syllabus. After first year you should solve the last ten year papers from covered portion first according to your course work.

Mechanical engineering in public sector however no job is offered in private sector on the basis of gate score but definitely you will get some edge in your selection
