Hi Raghu,
Yes, you can take admission into M-tech course without GATE score card. You can take admission in state technical university affiliated colleges by appearing for an entrance exam conducted every year by respective state university/colleges etc.
With Gate score you may take admission in some renowned institute's like IIT's, NIT's, BIT's etc.

GATE is one of the most competitive examinations in India. GATE is a unique examination and there is no other examination parallel to it in India. GATE score is used both for higher education admission and PSU jobs ( GATE score is used for admissions to various post-graduate education programs with financial assistance provided by MHRD . GATE scores is used by several PSUs for recruiting graduate engineers in entry-level positions. ).

Best available institute for structure is IIT Kanpur and IIT Madras in India. For GRE based, NUS in Asia, MIT, Standford, Howard in USA, Oxford and Cambridge in UK. Karlsruhe, and Stuttgart in Germany. Ecole in France. beside this Japanese and Chinese institutes are equally comfortable for non English category.

Yes, almost every PSU have conditions that minimum 60% marks are required to be eligible for Job and also as competition is very tough nowadays so cut off score in GATE exam is very high for getting selected in PSU. Different PSU have different cut off ranges starting from 50 and goes upto max by 80. But in case number of vacancy are less then in that case cut off is normally high and PSU with Maharatna grade has a very tough selection criteria with high cut off requirement in GATE for initial screening and selection stage.
