Hi Anirudh, scholarships are merit-based. You must be academically strong and must also have extra curricular achievements to be considered for scholarship. Overall it is a university's decision. Few of the best UG colleges for genetic studies include University of Pennsylvania, University of California-Los Angeles, Imperial College London, King's College London, University of Edinburgh and University of Munich among others.
