Yes, you can pursue 2 different programme from 2 different universities in 2 different study mode regular and Distance.

It's the best to pursue your passion even if it's outside engineering. Yes, geography is a good choice. I feel that your best option would be IGNOU. It's distance education programmes are world class.

To study in Germany, you must have excellent academic grades. Above 75% is the minimum expected. You must take your IELTS and knowledge of German language will be beneficial. For BJMC, there are different kind of admission processes in different kind of universities. DU will take you based on your marks in 12th but IPU will take admission based on IPU-CET.
Similary, For geography, there are numerous colleges in our country that provides students with graduate as well as postgraduate courses in Geography. To pursue these courses, the students are required to write and pass an entrance exam. Individual universities too carry out these exams. The list of some of these exams is given below:
