Hello Muskaan,
It's indeed great to know your desire to start the German language course simultaneously with your BA. But perhaps this is not feasible. Two courses in a regular college is a strict no. However, you can learn this language from any of the language schools or Max Muller if available in your city.

In which college do you plan to apply? Mostly the admission closes by June end as the session starts in July. Would suggest you to decide the college in which you wish to apply and check with them about the availability of seats.

For sure, IELTS is a widely accepted English proficiency test score. Most of the Universities need minimum of 6/9 in each category, or 6.5/9 in each category plus the overall band of 6 or 6.5. Make sure to check for University individually too to see their customized requirement. I believe, you should be taking the academic IELTS. General format for students may not be accepted. Since you can try giving test multiple times, AIMAT at least 7. Practice well and do well.
