Germany has recently started admission for international students so they offer some courses in English otherwise mostly courses are in German. The only advantage is if you want an indepth learning, the local language understanding gives you edge and more interaction happens with the faculty. The chances of job in Germany also becomes better.

Hi Aniket,
Your profile is a bit lower. You could try adding relevant work experience and an excellent GRE score but your chances would continue to be at best 50 - 50. Would highly recommend you to look at other, less popular but equally good universities. Here's a link to get you started.

GRE and IELTS preparation will take considerable amount of time , around 3- 6 months if you have not started preparing. You must decide the date as per your convenience and university deadline. Keep sufficient time for the visa process. Keep in mind that GRE scores are valid for 5 years and IELTS score valid for 2 years.

To answer your query.no, you cannot apply for PhD as German Universities do not recognize Diplomas. You would have to do MS first.
