Your IELTS score is very low. An overall score of 6.5 is required for any PG level course in the world. But IELTS alone is not going to give you admission. And also depending on how good your profile is this current score may be considered. It is true not just for Germany but also the other two countries you mentioned. Germany is a research hub so it should be your first preference. You must have had very good marks in your Masters, publications, papers, projects, etc. For any Ph.D applicant, relevant paperwork is very important. Knowledge of German language is highly suggested. GATE scores are accepted by German institutions. Your academics are good but a higher percentage in B.Tech would somehow have been better. None the less, apply. Take the IELTS too. Besides the GATE score and your B.Tech percentage, universities will also check your internship quality, projects, research, patents if any, publications etc. It's a highly competitive process in Germany. When you are applying to Germany for studies as an international student, you have to show funds of around Euro 8000 which is the expense of 1-year. The living expense includes accommodation, food, utility bills, commutation, etc. This amount is required in order to get the visa. On a per month basis, you will need around Euro850. How much you can earn more or save will depend on the salary you get which will depend on the job you are doing. Another advice will be that you compare the living expenses of the different places in Germany. Places like Munich and Cologne are expensive.

If you are targeting affordable options, you can consider Germany, Australia, Ireland, Singapore, etc. You have to narrow down your final choice by going through several university websites, the fees and expenses, geographical location and your preference, admission requirements mainly, university reputation, its corporate tie up, student support etc. There are many factors you have to consider. It depends on how low your marks are. If it is below 65%, you should not apply, as there is no chance. If your marks are below 50% then forget it.
