Polytechnic Diplomas are not accepted by German universities and are not considered equivalent to the German school-leaving qualification, so you cannot apply for a BE based on your Diploma alone. Unfortunately, this is not a good score for Germany. You should try options like Hungary, Portugal, Italy, Ireland, Spain, Poland, Malaysia, etc. You will also find options in Australia depending on what you want to study and also on your overall profile.

This is your personal decision. If you are really fond of automotive engineering and want to specialize in only this field, go ahead. If you want to a wider knowledge of ME related things in general then choose ME. You must still opt for a specialization though. It is to you totally. Germany is a great place for these fields so just go ahead with your interests and career plans.

It is difficult to say, the number of backlogs are huger and 70% is still a decent score but not exceptional. The projects, internship, etc. will be considered basis their quality and this will be decided by the university as to how strong and impactful the projects are.
