Try in Australia and New Zealand. Chances are minimum in Canada and Germany, universities here are very competitive and more than 75% is required.

In Germany, every university is autonomous. This means that every university / study programme has its own set of criteria for admitting students. So, please check the university website, and specifically the programme you are interested in to find out the exact admission requirements.

You don't have to write the LOR. The LOR will be submitted by your professors, etc. recommending you for the candidature. The format is given by the universities.
