Hi Neil,
MBA programmes require prior work experience. You have the time to build your profile for applying to the top universities in Germany and other reputed countries like US, Canada, teamwork, etc. Work hard on your academics. German universities know only high academic scores. Get a job after your B.Com and also take part in extracurriculars. Develop your overall profile-lead a team and be innovative. At least 3 years work experience is required if you don't wish to wait that longer then you may apply for MS in management programmes.

3.0 out 5 is the average, chances could be there but not in the TU9 universities. If they are impressed with your research profile which may include research-oriented work, publications, etc., they may consider.

Every university in Germany accepts 15-year education or three-year degree from India. It's only the US and Canadian universities which do not accept 15-year education, some does. So you need not worry. Check program and eligibility on DAAD website. Here is the linkL:

(b) Completed one year of Bachelor's degree education from a recognised university in India

You did not mention if you want to study Bachelor's or Master's degree in Germany. If you are planning for a Bachelor's degree then you must complete 13-years of education. You cannot apply directly after 12th. Better information can be given if you share more details from your end.

Admissions into German universities are highly competitive. Very high academic grades, SOP, LOR, project work, internship, research work etc. will be considered. Your academics seem to be good. You must also take the IELTS. Check the university or DAAD website if the program you are applying to is taught in English or German. Accordingly, you must learn the German language. GATE scores are accepted if you are targeting the Tu9 universities. Check here for more information

The admission process is different for both Bachelors and Masters courses. You did not mention what do you want to study.
Yes, IELTS or TOEFL is required. If you are applying for undergraduate studies, German language is also required.
