Yes, you can. For e.g. Kalshure takes internal test to assess your capability. However, several German institutes require you to complete 13 years of education which means completing 1st year of Bachelors and then applying for UG studies.

Hi, a
As mentioned by other experts, you are not eligible for Bachelors. Diplomas are not accepted in Germany so it's not about 15-year education here. Either you complete the first year of a Bachelor's degree here or check another country. I believe these points have been made already on your previous questions.
