Yes, you need to complete 13 years of education as per their rule. You may either take a pathway programme for a year or pursue your first year here in India and then apply.

To study in Germany, you must complete 13 years of education. You cannot apply directly after 12th. After 12th, you can enrol into a Bachelor degree and complete the first year with very good grades or you can clear the IIT JEE Advanced. You must also learn German language and take your IELTS. 80% and above is recommended. The higher the grades the better. Some universities even require 90% and higher. You must also note that you cannot apply after 12th. Universities in Germany requires 13 years education. You can enrol into a bachelor degree program and complete the first year with very good grades and apply. Or you clear your IIT JEE Advanced. MBA programs require work experience, several top notch business schools in Germany and other countries abroad requires at least 3 years of work experience and also you must take your GMAT or GRE. Without work experience you should look for a MS management degree.
