Hello Piyush,
Diplomas are not accepted for admissions to German universities. You must either clear IIT JEE Advanced or enroll into a Bachelor degree program and complete the first year. Additionally, you must know German language and must also take the IELTS. Please refer to the DAAD website for more information:

Hi Sunil,
Australia is a better option for you, rest are competitive with respect to your grades and US, Canada don't accept 3-year Bachelor's degree. You can look for accounts or finance programs but the course choice is completely yours, depending on your interest and future plans.

GRE is not required in most European universities. You can check a particular university for specific requirements. If your academics are not too good then you should take your GRE.

It is not compulsory to know German language. The tutorials will be in English language too. If you want to take tutorials in German language, then your tuition fee gets reduced.

The tuition fees in Germany is either zero or very less. Due to this this reason, you need at least 60% or more in academic. Beside academic, you also need to clear either IELTS band 6 or German language A1 level or TOEFL with 79 score. If you really aiming for top universities in Germany, then higher level of proficiency in German language and GRE is highly recommended.
