You did not mention the subject, please do so to provide better guidance. You can also refer to QS ranking and check the European university rankings. Oxford, Cambridge, Imperial College, Robert Gordon, etc., are top ranked universities.

Hi,
While German is beneficial it's not the mandatory requisite for admissions as many courses are offered in English as well by universities. The advantage of learning it is communication becomes easy with the industry and professors. Take a look for detailed requirements here.

Once you have your IELTS score of 6.5 or above, you may start applying through official website daad.de. You will need a CV, reference letters from your professors or employer. Shortlist the universities and check their individual requirements as well as some of them may ask for SOP too.

Selection in German Universities is based on academic performance is 10th and 12th class board examinations. In additional student is required to submit good Statement of Purpose(SOP) and recommendations from school teachers. Majority of the engineering courses are taught in German language, although English is also a medium of teaching. Therefore, German language certification will be an added plus for seeking admission in German Universities.

Majority of the undergraduate programs are offered in German or in dual language that is both English and German. Due to the rise in international students however many programs are available which are taught in English. You must visit the university websites and check if the program you plan to study is offered in English or German. Cost of education is almost free, semester fee of 150 to 500 Euro may be charged. However you need to note that 13 years education is required to pursue Bachelors degree in Germany. You cannot apply after class 12. Please read the article here

You can consider countries like Sweden, Belgium (KU Leuven is well known for computer science), France, Netherlands and Switzerland for pursuing CS course.
