Hi,
The value of an MBA degree anywhere in the world is judged by its accreditation. Currently there are three world renowned accrediting bodies:
1. AMBA.
2. EQUIS.
3. AACSB.
Apart from this, you need to see the alumni placements, financial resources you have and university ranking. While, Germany will require German language to work there and interact with faculty even if course is offered in English. Canada is an English speaking country.

Yes, USA is always the best, but you can prefer Germany, if you don't want to spend too much money. You should also learn German, at least up to A2.

A Masters degree is preferred over Diploma. Still you need to pursue a minimum of 8 months course in Canada to be eligible for Post Graduation Work Permit. Also, the duration of the post graduation work permit will depend on the length of your course in Canada. The universities will provide all the assistance in finding you a job, still everything will depend on your networking ability and pro-activeness. Germany too is having demand for engineers, so finding a job wouldn't be a problem though. You can do a MS. You must see that your B.Tech grades are more than 75% to be considered. Take GRE and IELTS. Since Germany is extremely competitive I am suggesting you GRE or GATE, Canadian universities are also very selective, check the university websites for GRE requirement. Not all of them requires a GRE score. Practically speaking entry requirements are different so please visit the university websites for details.
