Every university has a unique study program and they set their own criteria for admitting students. International students generally need to clear IELTS or TOEFL. No other exams usually are asked for. You must have an outstanding academic performance overall. Go through the DAAD website to learn about studying in Germany.

GRE is not required to get admissions in German Universities. However, if your academics are average you can consider taking the GRE and a score of 310 and above is recommended. To give you a proper guidance, can you clarify what you want to study and also mention your education background?

Select the universities you want to apply to, if you haven't seen the DAAD website yet please do, you must know about the universities and program/university specific requirements. If the university you desire to apply to are offering the programs in German language you need to learn German. For all such details DAAD is the site you need to refer to. Academic track record is the most important factor when it comes to German universities so focus on your studies. Project work , final year projects etc will count. IELTS will be required too.
