Hard to say, education standards are so high in Germany and so is the academic qualification and an applicant's mettle. A diploma will land you nowhere. If Germany is the country you are heading for holding a Masters or a even BS from a reputed university is important. Also the country offers no diploma programs on the whole. However check RWTH Aachen-RWTH International Academy for a short term course in automobile engineering they offer. The program is meant for current undergraduate students who have a strong command of the English language and are interested in automotive engineering.

Hi Nick,
Private universities normally charge 15000 – 25,000 euro annually for MS programs. Public universities are free of cost, a minimal semester fee is charged.

Yes you can .All the documents I.e your last attended college result's ,LC etc. And main requirement is you have to pass in TOEFL exam with good marks something around 85 to 90 marks. Then you are be able to take admission.

Yes, basically most universities have their semesters from winter, if you appear in November for TOEFL then you can get the universities starting from summer.

Not necessary but having a GRE score will help. There is no minimum percentage, students accepted are academically strong and have percentiles as high as 90%. So if you have more than 75% you may have a chance.
