You have a good profile. You can try with all the top universities in the TU9 which include TU Munich and Berlin as well as Heidelberg University. Your GRE score is a bit on the lower side but with effective essays you stand a good chance.

US is the better option if civil engineering is what you are looking for. It is home to all the major universities. Be prepared for tests like GRE and TOEFL for admissions.

This will depend on your area of interest and job orientation. On the whole US is No.1, however if you are referring to mechanical or automobiles, Germany is the place to go to.
