Yes, as you have queried, Public Universities in Germany do not charge any tuition fees. However, one may have to pay a token towards administrative charge. It is required. It can be waived if the university allows you to do so. You have to write directly to the university and ask for waivers. It can be waived off if you have a very strong profile and have completed your studies from an English medium institute. Write to the university.
