Yes, as you have queried, Public Universities in Germany do not charge any tuition fees. However, one may have to pay a token towards administrative charge. Yes and no. In the end, you have to sit through rounds and rounds of tech interviews which eventually comes down to your own knowledge rather than the degree you hold. Yes, if the prof you wrote your thesis under has contacts in India, or is well known in the academic circle, and if she/he is willing to help you, then you might bypass a few of the interview rounds. No, It's not mandatory to have work experience, but yes if you have any work experience then it gives you more chance to get admission. So, if you have any work experience, it is good but not compulsory.

Yes, definitely, you might get admission in top colleagues in Germany
University of California, Riverside
Clemson
University of Delaware, Newark
University of Iowa
Georgia state university, Atlanta
Washington State University, Pullman
Mississippi State University, Starkville
George Washington University, Washington DC
Lehigh university, Bethlehem, Pennsylvania
They are good universities, you can look for last year cut-off and try according to it.

Eligiblity is you should have above 75% in your graduation, Language proficiency and mostly Universities required IELTS exam, you can also write GRE GMAT TOEFL, if you have good IELTS score, it improves your chances. But it is not mandatory and also if you have knowledge in German language it increase your chances.

Hi Naaz,
It is required. It can be waived if the university allows you to do so. You have to write directly to the university and ask for waivers. It can be waived off if you have a very strong profile and have completed your studies from an English medium institute. Write to the university.
