Hi Ankur,IGNOU is globally recognized, but for admission purposes you must check with the universities. Especially for Ph.D, you must check directly with the universities, contact the department heads for Ph.D work.

You can, if backlog is cleared within the stipulated course duration, it does not matter. However, to ensure your student visa, your overall percentage should be more than 70%.
Only if you have more number of backlog, then Canada will not accept more than 8 backlog. Germany will accept, if you would have cleared it within the course period.

You must give IELTS and GRE. For IELTS aim for a 7.5 band, and for GRE you must score Higher than 320.

Yes, it is. NIIT regardless of the region is recognized. Depending on the particular university an additional evaluation may be required, but it is not too complicated and will be told by the university. Please write to them and check directly.

Hi Shubham,
This will depend from university to university, for UG programs up to B1 is normally required. For PG, it may not be mandatory, since classes are held in English language mostly.
