You need minimum 80% in UG to get admission. You need IELTS 6.5 overall and minimum 6 in all component. You also need German language certificate.

I will say, it completely depends on university requirements, you might get admission with 60% marks, but it is not guarantee that you will get admission in top universities, some individuals got admission even with 55% marks. It is a university requirement. I would suggest you to kindly check with university for which you are applying. Thank you.

Germany is one of the best place to study abroad, as you are from Engineering background it would be better to choose from IT related courses, there are many IT courses which you can pursue in Germany, here I mentioned some of them.
1. M.Sc. IT security Management
2. M.Sc. Telecommunications Management
3. M.Sc. Strategic IT Management

Which course you want to study depends on your interest, but you have to explore courses by visiting university websites, know their programme curriculum, career outcomes of specific courses and decide. As a commerce student you can study business management, finance, accounting, international business etc. Some popular schools for such courses in Germany include Berlin School of Economics and Law, Frankfurt School of Finance and Management, Mannheim Business School, ESCP Berlin etc.

Yes, that may be acceptable for only some universities and in other top universities, you are required to give an authorized examination in German.
