Sure, you can. As the government universities provide almost free education, so the money spent will only be on the accommodation and food and basic requirements which will not be more than 5-6 Lacs. So, the 2 year MS programme can be completed in your budget.

It all depends on your test scores and the scores that you've got in your last college/university attended. All this will decide if you will be selected or not. Check on the website and apply.

The process is simple yet somewhat difficult. For applying to a particular course and for a particular university, you must do a lot of research work. After choosing your desired course and university, now it's time for the exam preparation. You need to appear for TOEFL or IELTS and look after the university's entrance qualification and scores required. After research and test, comes the applying part, for which, you have to pay some money to the 3rd party which will apply in the universities on your behalf. If accepted, get your visa.

If you want admission in any German University, you just need to clear a basic German proficiency test called TestDaF. Also, the courses of PG are in English so you don't have to worry, just a little preparation of the language will land you in your choice of college. You can start off with Duolingo, a fun app to learn new languages.

Most of the German universities take TOEFL and IELTS scores for admission, also you need to be a lot talented for that. All the universities offer MBA courses including the government aided one that offers free education for international students. Also, the Master's degree courses are available in English.
