Yes, Gitam Vishakhapatnam do return the whole fee after the councelling, if the person who opted not to join in the Gitam.*They just deduct the counselling fee.You can contact the branch and you will have a deadline date where you can return your fees .GITAM University  has a transparent fee refund policy for candidates who withdraw from the admission process after counseling. As per the policy, the amount of refund will depend on the date of withdrawal and the course in which the candidate has taken admission. If a candidate withdraws from the admission process before the counseling session, the entire fee paid by the candidate will be refunded after deducting a small processing fee. However, if the candidate withdraws from the admission process after the counseling session, a percentage of the fee paid will be deducted as per the guidelines of the university. The remaining amount will be refunded to the candidate.
