Hi,
Yes, GRE or GMAT are accepted but GMAT scores are given more preference. Work experience is required for MBA, especially in all good business schools. If you don't have work experience, either you must be a very good student or you will end up in a mediocre school. An alternate option is to do MS Management from a top-tier school, it does not require work experience.

A 650 score in GMAT is very fine. You will fetch a good college with that score. Besides, you will be questioned on you scores for sure.
