Yes, you are eligible to apply but much cannot be said about admissions since NTU is very selective and your grades are not too great. Please read here about the requirements:

CAT is accepted only by Indian colleges. If you want to go abroad for higher studies then I suggest that you should take IELTS or TOEFL.

Hi,
There is no eligibility attached with these exams. Also, you need not to take all of them. GMAT or GRE and TOEFL or IELTS. Aim for these scores:
GMAT -710 and above
GRE -315 and above
TOEFL - 100
IELTS - 6.5

It is impossible to get admission into a "good" college anywhere in India for studying MBA without appearing for any entrance exam. So you need to give one or the other exam, clear all its necessary cutoffs and perform well in the interview rounds(if shortlisted).
