Executive MBAs are for people with 10-15 years work experience, if you do without GMAT or GRE you will find a few online programs not the reputed ones.

For PGP programme, you will need to have:
1)Bachelors degree or equivalent in any discipline.
2)Valid GMAT / GRE score.
3)At least 24 months of full-time work experience by March 31, 2018.
4)TOEFL / IELTS / PTE score (only if the language of instruction at undergraduate study level is not English)

There's New York Stern, Columbia University and others in which the average GMAT score is near about what you've got.
