Yes, it is possible as at the time of form filling of improvement exam you can fill the address of the city in which you want centre of exam which address you can fill in that city you got centre for exam.

No doubt both Universities are good. But regarding all other as suggested above, I am not agree. I have crossed over one and highly impressed as I find it as trying to follow & compete with JAYPEE university & Galgotias univesity in terms of (a) Implementation of modern educational concepts & associated internationally renowned faculty from IITs & abroad (b) global connectivity by signing MOUs with many renowned technical universities/institutions of USA, UK, RUSSIA & Thailand etc (c) Flexibilities for choosing additional courses over RTU, Kota, Faculty Members, Class, Class timing & peers groups of learning. Within 500-600 rank, you can get your first desired or second desired branch. If you have got a quota, then that's good enough.
You can also apply for up-gradation during counselling.

Madan Mohan Malaviya University is one of the best Colleges in Uttar Pradesh. As far as placement in civil engineering is concerned it's good but not better than CSE. But you will be definitely placed if you have command over your subjects.

HBTI, Kanpur is far better than MMM, Gorakhpur. HBTI is one of the top and the oldest engineering Colleges of India. HBTI has a very good reputation as well. MMM, Gorakhpur is not so popular.
