The answer of your question can only be given by seeing the previous year cutoffs of this institute. In 2020 the  JEE mains cutoff for general category for Btech CSE was 49974. So, although you belong to SC category and your cutoff will definitely be low, but your rank is very less. The difference is huge. The expected general category cutoff for 2024 is also around 19000 to 21000. Your score is very low if compared to the expected scores. You will face problems in getting admission at this institute.

If you are from Uttarakhand, fall under the EWS (Economically Weaker Section) category, and have a JEE Mains rank of about one lakh, you have a good chance of getting into some of the branches of Govind Ballabh Pant Institute of Engineering and Technology (GBPEC), Pauri Garhwal.
