I'm sorry to say that you won't be able to get in any kind of government college because until now no college has taken students with more than 3000 rank. I don't know about Haryana government colleges closing limit, but if you want then you can apply there.

To elaborate of previous expert answer, BITS Pilani gives admission to state board toppers on the basis of marks. All other students are admitted in BITS on the basis of their entrance exam.
