Hello dear, Any graduate can appear for GPSC. So it does not matter for which stream you go. GPSC exams are conducted by the Gujarat Public Service Commission. GPSC conducts various recruitment examinations for Class I, II and III vacancies in the Gujarat State Administration. This exam is conducted in 2 mode Gujarati as well as in English . You can prepare in a better and systematic way if join classes for GPSC as it includes vast course and systematic approach to proceed. It is just like a general graduation so yes you are eligible for all entrances after your graduation.
To answer your 1st question there is not much difference between ICT and ICT with a CS, in CS you just have to take a couple of extra core (compulsory) courses and nothing else. The placements do not vary much but we can't say because only one batch of CS has passed out.
