Graphic designing is a feather on your cap which you can use in future.
In this situation I would suggest you should start your graduation again. I would prefer regular graduation but these days Distance education is in demand too.
IGNOU, SMU are renowned university for distance education.

For better job opportunities and for quality education, I would suggest you some of the top institutions offering these courses:
1. United world Institute of Design (UID Ahmedabad).
2. Lovely Professional University.
3. Zee Institute of Creative Arts (ZICA) – Ranchi.
4. Zee Institute of Creative Arts – Mumbai, etc.
All of them has good infrastructure, quality education, better facilities and better placement record as well. You can find the admission procedure on their websites.

While it is not important in the creative field to show where you studied, some employers can be finicky about this. A good institute means a good curriculum that covers all aspects.

If you are interested in designing and have also done a course in it, then I would suggest you to go into designing field only. If you do not really like graphic designing then maybe you can try your hands in fashion designing.
I would not suggest you to go for HR Management as that would again be entirely a new field for you. And you will have to put in a lot of efforts into the field again.
So think wisely and then decide.
