Learn it online for free. There are a lot of videos on Youtube. Also, there are a lot of reading material too online. Web Designing can easily be learned online and you must practice it. Codeacademy, W3School and tutorialspoint are good places to start with. All the best.

Hi,
I would personally not recommend pursuing Bachelor of Visual Arts in Applied Arts and Graphic Design from distance learning in India if you do not get any classes to do practicals. Graphic designing is all about practicals and industry awareness. You may surely pursue this course via distance mode if you are already practicing the same on the job. I would suggest you do "On the job" training if possible, and pursue the course simultaneously. Once you complete the course, you may join as the below-mentioned options:
