Hi Raj, with 10 backlogs it is not recommended you apply to Germany. German universities are very competitive and only admits high-caliber students. Also GRE is not required so it won't make a difference. If you have taken the GRE then apply to US or check in Australia and Singapore etc.

The best books for TOEFL:
The Official Guide to the TOEFL Test by ETS Official TOEFL iBT Tests Volume 1 and Volume 2
Barrons Essential Words for the TOEFL
For GRE, The Official GRE Super Power Pack from ETS is mandatory. Also follow books by
Manhattan and Kaplan.
For GATE books basis subjects.

Hi,
The official scores are sent to the schools and available on your ETS account after 10-15 days from the test date. However, you can view the unofficial scores after the test at the test centre itself. Go through the official website of GRE which is ets.org for all details:

Hi Alex, 6.46 is a poor score for the top-ranked universities. Also, your GRE score is not too great. However, you can always try, a strong SOP and exceptionally good LORs might help. UC Berkeley, University of Illinois Urbana-Champaign, Purdue University- West Lafayette and Carnegie Mellon University among others are well-known names for civil engineering programmes.

In Germany, every university is autonomous. This means that every university / study programme has its own set of criteria for admitting students. So please check the university website, and specifically the programe you are interested in to find out the exact admission requirements.
Some universities may ask for your TOEFL/IELTS/GRE/GMAT scores, depending upon the subject you choose to study. For example, GMAT may be asked for if you want to study economics or law. The TOEFL IBT test measures your ability to use and understand English at the university level. And, it evaluates how well you combine your listening, reading, speaking and writing skills to perform academic tasks. Mostly TOEFL is accepted in USA, Canada and IELTS are mostly accepted in the UK.
While the TOEFL only tests academic subjects, the IELTS' academic option will have academic reading and writing sections combined with general listening and speaking sections. Both, the GRE and the GMAT have an Analytical Writing Section, but the GRE has two tasks instead of one (as is the case with GMAT).
