Normally, you can enroll for a neuro psychology course at Masters level.The only problem is that some colleges require a B.Sc degree in psychology. To resolve this problem, look for the colleges that offer Neuro-psychology course and you can contact them. If you had Science at +2 level, then it will also add to your resume.Last but not the least,prepare for entrance exams as most prestigious institutes will require you to pass their entrance exams,either written or interview or both. It is available in English medium in most of the universities and institutes. The best institutes and universities which offer M.Sc in mathematics are: IISc, IMSc, IITs, CMI, ISI, TIFR, K. J. Somaiya College of Engineering, Lovely Professional University, Punjab, Birla Institute of Technology and Science, Pilani-Pilani, Rajasthan, College of Engineering, Pune, Pune , Maharashtra, Birla Institute of Technology, Vellore Institute of Technology, Vellore and Gandhinagar, HBTI Kanpur ISM, DST, Dhanbad, BHU, Cochin University, Jadavpur University, Anna University and PSG College of Technology.

Yes, you can pursue two courses at the same time through distance learning but I would suggest you to pursue one course through regular mode and the other one through distance learning especially engineering. I am saying so because All India Council for Technical Education (AICTE) has not approved engineering courses in the open and distance learning (ODL) mode.
So it will be better if you pursue your engineering through regular mode and media course through distance learning mode.
