Yes, you can apply, it depends on the college but most of the NITs offer the security courses, not a specialised degree.

Yes, you can do Diploma in cyber security after matriculation. You should go for it. This is one of the most demanding subject as per new society. There are huge job opportunities. Best of luck.

You can go for B.Tech in CSE or IT, BCA to grab some basic knowledge of Computers, their working and some programming languages. After then while doing graduation you can grab knowledge about how this system works and simultaneously about Cyber security and it's working.

You should go for Amity University or Lovely Professional University. Their course fees are not such high. Living costs will depend on the standard of your living. You can get cheap p g in Delhi side. Best of luck.
