IIIT Allahabad ECE would be better. Honestly speaking here the colleges we are talking about are of very different standards. Although NIT Silchar is very underrated still it stands nowhere in front of IIIT Allahabad. You will ultimately need to learn concepts of CSE be it any branch in order to be competitive and updated.

Both are new growing IIITS and both colleges are good in term of placements but coding culture at iiit Sonepat is really at next level and you don't have to travel a lot from hostel to classes so you save travelling time and hostels are really great. Students of IIIT Vadodara have to travel about 1.5 hr to reach from hostel to college.
