In JUIT, Solan there is a seat reservation for students from Himachal Pradesh. And, I guess you can easily grab a seat here.

No, if you want to do B.Tech from computer science branch Shimla University is not that good. You could either go for some other colleges rather than that.

Yes, there are always sears empty after there is increase in cutoff ranks. Keep checking the JoSAA page for the updates regarding the seats that are vacant after the first round
