For admission to BA in Hindi, you need to have passed 10+2 from a recognised university. You can apply online/offline. Admission is based on the marks obtained in 10+2.

Yes, you can apply simultaneously for MA as well as BA in Hindi. As you have done post-graduation in Commerce, you can apply for MA in Hindi.

English medium would be best from the perspective of the exam of M.Sc but many students also choose Hindi also but in future point of view I would suggest English medium would be the best.

Yes, you can apply for BA in Hindi, no matter what you have done in your post-graduation.
