You can pusure it as reading material is available in Hindi also. But there might be some colleges which use only English . as medium of instruction and exams. It is expected from a personnel manager to know basic English . Few good option for you could be -
- PGDM from NIPM
- PGDM from IGNOU
- PGDM from SCDL
- PGDM from Anamali University
- MBA HR from KUK.

I think it depends on the college or university that which Second language they are offering apart from English . So if you are getting an opportunity to learn second language or foreign language then you should give it a try. Its just gives you an edge. Hope it helps. Thanks.
