admission is based on the marks obtained in the entrance test or marks obtained in graduation depending on the mode of admission.

DU quota system is not for Delhi students but for the students from other parts of India, who also belong to certain backward classes or have performed well in extra curriculum activities. To ensure that every deserving student gets admission at this Central University, the DU quota system has been decided for SC, ST, OBC, wards of armed forces, Kashmiri migrants, physically challenged and sports students.

It's indeed great to know your desire to start the German language course simultaneously with your BA. But perhaps this is not feasible. Two courses in a regular college is a strict no. However, you can learn this language from any of the language schools or Max Muller if available in your city.

Eligibility-10+2 Science and age limit 17 to 25 years.
Students NRI/ Indian entrance exams as I.M. Council
Entrance Tests 3 attempts ranks required 40% to 50%.

candidates who have studied 10+2 with physics/mathematics, chemistry and biology/bio-technology as main subjects obtaining a minimum of 55% marks in aggregate of three subjects as well as 50% marks in English as an elective subject. So, yes you are eligible for chemistry honors B.Sc.
