Yes, a student having graduation in any discipline can seek admission for LLB. Of course one has to follow all guidelines and have min criterias as may be specified.

You fulfil the minimum requisite eligibility criteria for BA History admission.
Last year, the final cut-off was generally in the range of 70-80. The cut-off generally varies according to the competition and toughness of paper each year.

No there is no percentage reduction. The admission is merit based on the basis of your 12th standard best four percentage. You get the college if you meet the requirements of college as every college vary in their cut-off for each subject.

It's very nice to read about setting aims in life so early. Congratulations for this. For becoming IPS, one needs to clear civil service exam. For this eligibility is graduation in any subject. Hence I would advise you to choose a subject that you like most. This will help you in preparing for civil service exam later.
