First of all you have to give me the degree you wants to pursue .my answer will be based on assumptuons that you wants to pursue b.tech.so i have no idea about other colleges other than Srm you can use Shiksha comparison tool to compare. But in Srm university the placement is centralization so if you are bright student then you can get the admission easily.so it depends on your performance .

Yes, there is process of spot counselling in which you have to submit documents and some amount of fees on the spot and choose the college. There are many colleges with vacant seats.

Actually, this must be very difficult task to change your college in mid semester and moreover, you have to pay the full fee to the respective college in which you are studying and also in the college you want to go but this is very rare.
